90% of the AI budget goes into technology. Less than 10% into people.

90% of the AI budget goes into technology.
Less than 10% into people.
The OECD has studied this and calls it the "AI adoption gap":
Around 90% goes into tools, licences and infrastructure.
Less than 10% into what ultimately matters: people actually using it.
I regularly see the result:
Technically sound solutions. That nobody touches.
Prosci — a research institute for change management — surveyed more than 1,100 people in 2025.
63% say the biggest barriers to AI are human.
Not technology. Not data. People.
What helps:
→ Leaders who use AI themselves — rather than just talking about it
→ Budget for support — rather than whatever is left over at the end
→ Measuring whether it is used — not just whether it runs
→ Taking questions seriously before they become resistance
AI is not an IT project.
It is a leadership issue.
What does the allocation look like in your company?
