AI governance first? That is exactly how you scale stagnation.
Right now, I see the same reflex in many companies:
Set up rules first.
Define approvals.
Manage risks.
Only then roll out AI.
Sounds sensible.
It is often the wrong starting point.
Governance answers important questions:
Who is allowed to do what?
With which data?
Under which rules?
But governance does not answer the crucial question:
How is value creation reshaped when AI changes work?
That is precisely the problem.
McKinsey describes a GenAI paradox: Almost 70% of the Fortune 500 use AI copilots — yet the impact on results remains surprisingly small.
Why?
Tools go in.
Rules go around them.
The operating model stays the same.
That does not create transformation.
Only safe stagnation.
Governance is not the engine.
The operating model is the engine:
Roles, processes and decision paths — redesigned for people + AI.
Only once it is clear
- which decisions AI prepares
- where people stay in the driving seat
- how processes will work differently
does real impact emerge.
Operating model first. Then governance. Not the other way round.
Governance without operating model redesign creates order in the old system — but no progress towards the new one.
What did you build first: rules or a new way of working?
