Most PMOs produce reports. The best manage impact.
Some call it a PMO, others a modern transformation office. Beneath the label, however, it often looks similar: tracking projects, writing status updates and producing colourful dashboards. It sounds like effective project portfolio management — but is often just window dressing.
The problem: up to 70% of PMOs fail to demonstrate their strategic value. Why? Because they focus on the wrong things.
PMI and PwC show in their current study that the most successful PMOs have evolved into "value management offices". The difference? The focus is on value delivery rather than project execution. That means moving from tracking projects to managing impact.
An effective transformation office does four things differently:
1. Manages capacity instead of just tracking it
Not "How many projects are running?", but "Do we have enough resources for the right things?"
2. Prioritises initiatives instead of approving everything
"Too much at once" kills every transformation. Portfolio rhythms and clear stop criteria prevent overload.
3. Makes benefits measurable instead of just ticking off milestones
The problem begins at the start: if the expected impact is not defined, project management and the PMO degenerate into activity reports. What have we done? Like an internship report! Instead: what impact have we made? Completing projects is not the goal. Achieving impact is the goal.
4. Puts project owners on stage — not the PMO
In my experience, the PMO often presents project status on behalf of those responsible. It is like Chinese whispers — half-truths with permanently green traffic lights. Better: the PMO sets the stage, and project owners present. That creates real dialogue about progress and impact.
The most successful PMOs have one thing in common: they focus on effectiveness — not new names or structures.
The question is not whether you need a PMO or transformation office. The question is: does it manage impact — or just reporting?
💬 How does your PMO work? More reporting or impact management?
