You do not have a culture problem.

You have a structure problem.

Structure beats behaviour — always.

Three mechanisms I see in every organisation:

1️⃣ Decision paths determine speed.

If everything ends up with the managing director, everything slows down — however motivated the team is.

2️⃣ Reporting lines determine loyalty.

People orient themselves towards whoever they report to — not towards the corporate strategy.

3️⃣ Committee structure determines quality.

If the wrong people are at the table, the right decisions never get made.

A mechanical engineering company with 600 employees.

3 years of leadership programmes. A six-figure investment.

No measurable change.

Then they changed the decision structure:

Share of time spent on coordination: 68% → 41%

Leadership time: 3h → 7h per week

No training course achieved that.

The structure did.

You do not change behaviour through appeals.

You change behaviour through structure.

Where is the structure in your organisation working against you?
